[IPython-dev] rc2 is ready

I changed the windows post install script to always create shortcuts,
even if it needs to overwrite the old ones. I also bumped up the
release number to 0.7.3rc2.r1998.

Fernando, could you upload this to 'testing' directory? With some
installation feedback, I think we are ready to go for 0.7.3 final real
soon now.
