[IPython-user] Bug: win32: ipython crashes at start if name of home directory contain non-ascii characters

On win32 name of home directory potentially could contain non-ascii 
characters (because it equivalent to user login). Today my friend that 
want to learn python send me this crash report of ipython. See 
attachment. Name of home directory contains russian characters.
