[IPython-user] Core tab completers now on by default

The default profile now installs core custom completers (cd, import, run).

This is to get some feedback, it's better to do this early in the
0.8.2 cycle when we are changing lots of stuff anyway. I find the
completers quite stable and *extremely* useful.
